A few things to consider:

  • Might the pandemic unemployment insurance exceed the value of their wages because they were so badly paid at their jobs?
  • Might that value be intentionally high to create incentives for workers to stay home, thus keeping more people safe?
  • Might there be consequences to lay-offs that extend beyond unemployment payments — like the challenge of finding a new position as the insurance will undoubtedly run out?
